The concept of a ‘‘war on terror’’ pre-dates 9-11 by 22 years. JCIT kicked off a campaign for a ‘‘war on terror’’ against ‘‘international terrorism’’. 05/06/03: When the Bush administration started lobbying for war with Iraq, they used as rationale a definition of preemption (generally meaning anticipatory use of force in the face of an imminent attack) that was broadened to allow for the waging of a preventive war in which force may be used even without evidence of an imminent attack. They also were able to convince much of the American public that Saddam Hussein had something to do with the attacks of 9/11, despite the fact that no evidence of a link has been uncovered. Consequently, many people supported the war on the basis of 1) a policy that has no legal basis in international law and 2) a totally unfounded claim of Iraqi guilt.

What most people do not know, however, is that certain high ranking officials in the Bush administration have been working for regime change in Iraq for the past decade, long before terrorism became an important issue for our country. In 1997 they formed an organization called the Project for the New American Century (PNAC). They have sought the establishment of a much stronger U.S. presence throughout the Mideast and Iraq’s Saddam Hussein has been their number one target for regime change. Members of this group drafted and successfully passed through Congress the Iraqi Liberation Act, giving legal sanctions for an invasion of the country, and funneled millions of taxpayer dollars to Hussein opposition groups called the Iraqi National Congress and The Committee for the Liberation of Iraq.
Don’t forget that they were looking for a “New Pearl Harbor” ..

In the summer of 2000, the Project for the New American Century (PNAC), a neo-conservative think tank riddled with soon to be Bush administration officials and advisors, issued a document calling for the radical restructuring of U.S. government and military policies. It advocated the massive expansion of defense spending, the re-invasion of Iraq, the military and economic securing of Afghanistan and Central Asia, increased centralized power and funds for the CIA, FBI, and NSA, among a slew of other policies that would, in the near future, be enacted upon their ascension to power. In the same document, they cite a potential problem with their plan. Referring to the goals of transforming the U.S. and global power structure, the paper states that because of the American Public’s slant toward ideas of democracy and freedom, “this process of transformation is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor.”

Syria conflict: US urges ‘grace’ as Aleppo’s fall nears

The US secretary of state has called on the Syrian government and its Russian backers to “show a little grace” as their forces close in on the remaining rebel-held area of the city of Aleppo.

John Kerry was speaking after a meeting in Paris of governments that back the Syrian opposition.

Latest reports from the city say the rebel enclave is being hit by repeated air and rocket strikes.

Civilians are said to be streaming out of the city in large numbers.

The Paris meeting on Syria was attended by officials from the US, Europe and some Arab countries.

They renewed calls for the Syrian government and Russia, whose forces are backing the government of President Bashar al-Assad, to allow people to leave Aleppo.

Russia says the exodus from the rebel-held eastern parts of Aleppo is growing amid the push by the Syrian army to regain control of the whole city.

About 50,000 civilians have fled the rebel enclave over the past two days, a Russian defence spokesman said.

He added that more than 1,000 rebels had laid down their arms as pro-government forces closed in.

Mr Kerry said: “Russia and Assad have a moment where they are in a dominant position to show a little grace.

“I believe there could be a way forward but it depends on big, magnanimous choices from Russia.”

His British counterpart, Boris Johnson, said: “Although the deterioration of the situation in Aleppo will be a setback for the Syrian opposition, it will not change the fundamentals of the conflict.

“There can be no military solution in Syria. We must keep pushing for a return to a political process with the credibility necessary for all parties to commit to an end to all the fighting.”

The BBC’s Hugh Schofield in Paris says the language suggests the US government and its allies are resigned to an imminent Syrian government victory in Aleppo, and can do little more than plead for it to allow safe passage out of the city for opposition fighters.

The Russian military says the Syrian government now controls 93% of Aleppo.

The intensification in fighting in recent weeks has forced tens of thousands to seek refuge in government-controlled territory.

On Friday the UN estimated that up to 100,000 people had been squeezed into an “ever-shrinking” rebel pocket in eastern Aleppo with little or no access to food or medical care.

Syria’s government has said it is ready to resume dialogue with the opposition but without “external intervention or preconditions”.

Aleppo was once Syria’s largest city and its commercial and industrial hub before the uprising against President Bashar al-Assad began in 2011.

It has been divided roughly in two since mid-2012. But in the past year, Syrian troops broke the deadlock with the help of Iranian-backed militias and Russian air strikes.

Elsewhere in Syria, militants from the so-called Islamic State group have been advancing on Syrian government positions in the countryside around the ancient city of Palmyra.

“It seems that the UK government has lost an objective view of what is happening in Syria, including Aleppo, due to Russophobia,” Russian Defense Ministry spokesman Major General Igor Konashenkov said on Saturday, noting that the UK has not sent “a single gram of flour, any medicine or blankets to help” civilians in Aleppo during the whole Syrian conflict.

“If the UK government really wants to send humanitarian aid to residents in the eastern neighborhoods [of Aleppo], it has all conditions for doing this, just tell us where it [the aid] has been held up.”

“If there is no such British humanitarian aid for Aleppo, then don’t obstruct others from helping,” he added.

According to Konashenkov, since November 28, Syrian troops have liberated almost half of Aleppo’s neighborhoods from terrorist and rebel militants.

More than 90,000 civilians have been rescued in these areas, he said, presenting statistics from the Russian Defense Ministry. Over 28,000 civilians, including 14,000 minors, have fled the rebel-controlled neighborhoods of east Aleppo, he added.

“All this time, the residents of the eastern neighborhoods [of Aleppo] have been receiving humanitarian aid, medicine, and warm clothes from the Russian Centre for Reconciliation and the Syrian government on a daily basis,” Konashenkov said.

On Wednesday, the Daily Mail reported that British Prime Minister Theresa May’s spokeswoman had claimed that Russia is, in effect, blocking aid intended for Aleppo’s civilians.

“The Syrian regime and their influencers [be it Russia, or others] are preventing aid” from reaching the city, she said, alleging that they are doing this in two ways.

The Russian Ministry of Defense says the UN stopped offering humanitarian aid deliveries to east Aleppo after more than 40 percent of the territory previously controlled by militants was recaptured…

“One, they [the influences], in a sense that the Syrian regime backed by Russia are not agreeing to a halt or a cessation of hostilities so that you can get aid in, so by that they are stopping it. Two, if you look at the actions they have taken at the UN Security Council, they vetoed a resolution that called for aid to be brought into Aleppo and to end the bombardment of Aleppo,” she said.

The Syrian army is currently engaged in a major operation to liberate eastern Aleppo from rebel militants and terrorists from Al-Nusra Front, Al-Qaeda’s branch in Syria that has recently renamed itself Jabhat al-Nusra.

This week saw a breakthrough for the Russian-backed Syrian operation to free eastern Aleppo, which has allowed tens of thousands of civilians in the recaptured districts to get access to humanitarian aid, Russia’s Defense Ministry reported on Tuesday.

Media Silent as House Passes Resolution for Syrian No-Fly Zone — Provoking War with Russia

When Bashar al-Assad refused to roll over, regime change became the talking point of Washington think tanks and mainstream media echo chambers. Clinton promised during her campaign to ramp up action in Syria, to the delight of the same neocons who brought the Iraq invasion. She acknowledged that many civilians would die if the U.S. set up a no-fly zone.

Establishment of a no-fly zone is the next crucial step toward full-scale war. It would mean Syrian planes could not fly in their own airspace and would bring the disturbing prospect of U.S. planes shooting down Russian planes — which are operating there on invitation from Syria to help battle ISIS.

Soon after the presidential election, key warmongers in Congress began formulating plans to make increased conflict a near certainty, complete with the kind of propaganda peddled before the Iraq attack. While everyone was distracted by the election of Trump, six representatives took advantage of the lame-duck session and suspended “normal rules” to bring us H.R. 5732.

The Caesar Syria Civilian Protection Act of 2016 includes Section 303, titled: Assessment of potential effectiveness of and requirements for the establishment of safe zones or a no-fly zone in Syria.

Late in the day, on Nov. 15, one week after the U.S. elections, the lame-duck Congress convened in special session with normal rules suspended so the House could pass House Resolution 5732, the “Caesar Syria Civilian Protection Act” calling for intensifying the already harsh sanctions on Syria, assessing the imposition of a “no fly zone” inside Syria (to prevent the Syrian government from flying) and escalating efforts to press criminal charges against Syrian officials…

Most strikingly, the resolution calls for evaluating and developing plans for the United States to impose a “no fly zone” inside Syria, a sovereign nation, an act of war that also would violate international law as an act of aggression. It also could put the U.S. military in the position of shooting down Russian aircraft.

The suspension of rules procedure is supposed to be used for “non-controversial” bills such as naming Post Offices, but this small group of lawmakers used it to pass a drastically important bill. The blatant abuse of power shows the desperation in the neocon ranks.

Donald Trump has spoken out against regime change, but considering his unpredictable behavior, the actual position of his coming administration is anybody’s guess. Trump’s pick of Lt. Gen. Michael Flynn as national security adviser is not a good portent.

Earlier this month, Flynn strongly supported Turkish President Erdogan in an op-ed at The Hill, suggesting he is under siege by “radical Islam” and desperately needs our help. Flynn seemed to dismiss Erdogan’s crackdown on political dissidents and the dubious circumstances of the attempted coup which allowed Erdogan to solidify his power.

It may be no coincidence that just days ago, Turkey — a NATO ally — urged to U.S. to move forward with a no-fly zone in Syria. Incidentally, no one seems to have paid attention to a damning investigative report finding that the “Turkish government under President Erdogan is covertly providing direct military, financial and logistical support to ISIS, even while claiming to fight the terror network.”

While both Russian and U.S. bombings have resulted in civilian deaths, completely missing in the Western narrative on Syria is how U.S. intervention in the interest of regime change was the catalyst for today’s hellish conditions in that country, and the resulting flood of Syrian refugees.

As we have reported before, the Pentagon nurtured the Salafist sect in eastern Syria — to help the U.S. and its allies achieve regime change – and these extremists went on to become the violent terror group called ISIS.

 

n order to keep the American public ignorant of reality in Syria, and to maintain the specter of terrorism in order to justify massive military spending, politicians’ propaganda must be so complete they believe it themselves.

This was demonstrated during the 40-minute “debate” session among the six lawmakers who pushed the bill through.

They claimed the Obama administration has been “sitting back and doing nothing” as violence worsens, and Assad is “killing millions of his citizens.” All of this is, of course, false.

 

“By late 2011, the U.S. was actively coordinating, training and supplying armed opposition groups. When Muammar Gaddafi’s Libyan government was toppled in fall 2011, the CIA oversaw the diversion of Libyan weapons to the Syrian armed opposition, as documented in the Defense Intelligence Agency report of October 2012.

These weapons transfers were secret. For the public record, it was acknowledged that the U.S. was supplying communications equipment to the armed opposition while U.S. “allies” — Saudi Arabia and Qatar — were supplying the weaponry. This is one reason that Saudi purchases of weapons skyrocketed during this time period; they were buying weapons to replace those being shipped to the armed opposition in Syria. It was very profitable for U.S. arms manufacturers.

Huge weapons transfers to the armed opposition in Syria have continued to the present, with the U.S. government even more directly involved. This past spring, Janes Defense reported the details of a U.S. delivery of 2.2 million pounds of ammunition, rocket launchers and other weaponry to the armed opposition.

So, the political claims that the U.S. has been inactive are baseless. In reality, the U.S. has done everything short of a direct attack on Syria. And the U.S. military is starting to cross that line. On Sept. 17, the U.S. air coalition conducted a series of airstrikes on the Syrian Army in Deir Ezzor, killing 80 Syrian soldiers and enabling ISIS to launch an attack on the position. Claims that it was a “mistake” are highly dubious.”

 

The Syrian Observatory for Human Rights estimates the actual death toll as: “killed pro-Syrian forces – 108,000; killed anti-government forces – 105,000; killed civilians – 89,000.

In no way is this downplaying the significance of these horrible deaths at the hands of warring forces. But it is extremely important to point out the highly exaggerate claims of U.S. politicians in their push to bring even more death and destruction to Syria.

The Friends Committee for National Legislation analyzed House Resolution 5732 and found it would make a peace agreement more difficult, not less.

Any peace agreement that leaves Bashar al-Assad in power would be seen as a failure of U.S. hegemonic foreign policy, which has pushed regime change for years. It would also be seen as a victory for Russia, which is helping Assad fight ISIS and U.S.-funded “moderate rebels” attempting to overthrown Assad.

Even the title of the resolution — ‘Caesar Syria Civilian Protection Act’ – is based on a CIA-funded propaganda hoax involving alleged torture photos that was used to sabotage a 2014 effort at peace negotiations.

Unsurprisingly, the Israel lobby is campaigning for the passage of HR5732, as Israel is officially at war with Syria and continues to illegally occupy the Syrian Golan Heights. Removing Assad would make things easier for Israel to permanently seize this fossil fuel-rich area, and would strike a blow to its perceived enemies in Lebanon and Iran.

Despite the grave ramifications of HR 5732, the media is silent. The media outlets now professing to hold the monopoly on real journalism have not said a word about the shocking abuse of “suspended rules” in the House, and the utter propaganda being spewed out by lawmakers, to save their crusade for regime change in Syria — even if it means World War III.

US describes Russian use of Iranian airbase as ‘unfortunate’

The United States has described as “unfortunate but not surprising” Russia’s announcement of using an Iranian airbase to launch airstrikes against terrorists in Syria.

US State Department Spokesman Mark Toner made the comments on Tuesday, saying, Washington is still assessing the extent of the Russian-Iranian cooperation over Syria’s conflict.

Washington’s reaction came after the Russian state media earlier said that the airstrikes had been carried out from an airbase in northwestern Iran, as part of a cooperation agreement between Moscow and Tehran in an effort to battle the Daesh Takfiri terrorist group operating in Syria.

Toner said Moscow’s use of an Iranian airbase would not necessarily prevent the US from reaching a deal with Russia to cooperate in the fight against the Takfiri group.

The two sides have yet to reach an agreement, he noted.

The State Department spokesman further stressed Washington’s concern over Russia’s attacks on what the US regards as moderate militants in Syria.

Since March 2011, Syria has been gripped by militancy it blames on some Western states and their regional allies.

The Takfiri militants operating in the Middle Eastern state have suffered major setbacks over the past few months as the Syrian army has managed to liberate several areas.

Russia has been assisting Syria in its fight against militants since late September 2015 upon a request by the Damascus government. Moscow says the sorties have inflicted huge losses on militants in east and northeast of Syria.

Last month, Syrian President Bashar al-Assad hailed the Russian air campaign in support of the Syrian army, saying it has helped Syrian soldiers advance against the Takfiri elements operating in the Arab country.

According to an estimate by United Nations Special Envoy for Syria Staffan de Mistura, over 400,000 people have been killed in the Syrian war since it broke out in March 2011.

Cooperation between Russia and Turkey against terrorists in Syria is getting even more important after Iran authorized the use of its Hamadan airfield for Russian strategic bombers in Syria. However, Moscow and Ankara are unlikely to discuss the possibility of using the Incirlik airbase for Russian airstrikes against terrorists in Syria, political analyst Prof. Hasan Ali Karasar said.

The analyst suggested that Ankara will not come up with the initiative.

“Russia already has a strong military presence in the region so it has no need to use Incirlik. Moscow and Ankara are unlikely to discuss the issue,” he told Sputnik.

He also underscored that cooperation between Moscow and Ankara would be crucial for the Syrian settlement.

“The normalization between Moscow and Ankara has opened the way to establish an effective negotiating mechanism. Russia and Turkey would be able to directly share opinions over the Syrian crisis. This cooperation is the key to resolve the crisis,” he said.

He also noted that in the context of the normalization between Moscow and Ankara Turkey will bolster control at the Syrian-Turkish border.”The border is unlikely to be locked down but border control will be increased. Previously, movements across the border were hardly controlled but now the situation is changing. Security measures in the border area are to be taken soon,” Karasar said.

The analyst also commented on Turkey’s further actions in Syria if Russia and the United States join forces against terrorism in the region.

“Taking into account the fact that Moscow and Washington are discussing a joint operation Turkey should focus on the new balance of power forming in Northern Syria. The US should respect Turkey’s national interests in the region. Russia, Iran, the US and the European Union agree that Turkey has interests in the region. As a result, Ankara will adopt a wait-and-see attitude but it will intervene if its national interests are affected,” he concluded.

Russia’s “Permanent Military Base” in Syria: Moscow just tipped the Balance of Power in the Mediterranean

Ever since the return of the Syrian war in 2015, which has seen both US alliance forces and as – of last – September, Russian forces too, jousting for political influence in the region under the guise of fighting ISIS while in reality either seeking to oust or preserve the Assad regime, one major player was missing: China.

That is about to change as the last major superpower enters the world’s most volatile – and dangerous – region.

Beijing and Damascus have agreed that the Chinese military will have closer ties with Syria, and provide humanitarian aid to the civil war torn nation, a high-ranking People’s Liberation Army officer said, adding that the training of Syrian personnel by Chinese instructors has also been discussed, according to Xinhua.

As has been historically the case, China tends to leave Middle Eastern diplomacy to the other permanent members of the U.N. Security Council, namely the United States, Britain, France and Russia, while relying on the region for oil supplies. But lately, for unknown reasons, China has been trying to get more involved, including sending envoys to help push for a diplomatic resolution to the violence there and hosting Syrian government and opposition figures according to Reuters.
